Mandatory Skills Set:

Tasks:
Meet with program staff to gain understanding of the objectives of the project and to identify the reports and automated processes needed to help achieve those objectives. Prepare a scope/business case document that outlines the business needs and proposed methods of addressing those needs. The scope document will be reviewed and approved by program. Identify the technical tools, applications, environments, etc. that will need to be made available to the project. Identify pricing, procurement approaches and funding.
Identify the development methodology approach that will be followed during the project. Prepare and manage a project plan specifying the major work efforts, timing, and deliverables. Plan to cover all major steps in software development lifecycle (e.g. requirements, design, development, testing, QA, deployment). Review progress against the plan on a periodic basis with the project program sponsors. Provide bi-weekly status reports indicating status against the plan, risks and issues. Comply with specified invoicing and timesheet requirements.
Specific system development or services to be provided may include (but not limited to):
Prepare data model of data elements needed to support the project reporting and processing and identify the source of the data. If the project requires new data to be collected in existing systems, specify the need to the appropriate application support teams. For data integrations with other systems, work with the application support teams to design and implement necessary interfaces, using on-line APIs whenever possible. Prepare a security model for the data, processes and reports that fall within the scope of the project. Model must comply with City standards regarding data security (PII) and user access (e.g.: MFA to any application). Work with the Enterprise Data Warehouse group to replicate data unique to the project, subject to data security constraints (e.g.: do not replicate HIPAA-covered data). Create, generate, and perform quality checks on reports. For existing reports/systems that will convey the project data, provide QA review to confirm accuracy. Produce reports and data extracts using reporting tools.
