The MassHealth Information Technology (IT) Office and The Office of Long-Term Services and Support, seeks an experienced Senior Systems Analyst with expertise in eliciting functional and non-functional requirements, Process Modeling & Use Case development, Managing Requirements Traceability through Testing, Documenting Epics & User Stories, Interviewing, Diagramming System Architectures & Data flows, Analyzing and documenting detailed data schemas, Interfaces, EDI\ETL transformations, Design required specifications, and leading functional & technical Work Shops. 

Must have proven Business and System Analysis skillsets including (e.g., UML Use Case & Scenarios Design, System Design & Configuration, Business Rules Analysis & Development, Security & Roles Matrix, Issue & Defect Tracking, System Data Modeling, Diagramming, Functional Decomposition, Interface & Exchange Mapping & Analysis, Current state & Future state modeling)

Job Overview

The MassHealth Information Technology Office is seeking a highly motivated Senior Systems Analyst with expertise in supporting full system development and data management lifecycles on multiple projects. In supporting these types of projects across MassHealth and Office of Long-Term Services and Supports (OLTSS), the Senior System Analyst will play a critical role. 

The Senior Systems Analyst role will be to continually look to acquire and enhance business processes through discovery, elicitation, diagramming, documentation, mapping, analysis, and is expected to become a trusted partner in recommending future improvements. Utilizing common IIBA Business Analysis frameworks, toolsets, and\or methods will ensure quality improvements, business continuity, and any internal knowledge repository are updates as this paramount and ensuring internal expertise.  

The Senior Systems Analyst role is expected to grow in skill and knowledge as the project progresses. The candidate is to acquire this needed knowledge quickly and possess excellent technical writing, modelling, data analysis, and presentation skills. They must have experience in working on the Design, Development, Implementation, and Testing phases of large application\SaaS implementation projects, as well as possess familiarity with SQL, ETL, EDI and Web Service efforts.  The Senior System Analyst should be adept at presenting complex problems simply to executive management, and other stakeholders Once a trusted expert the candidate will be called upon to participate in recommending current and future strategy for the business and technical leadership.

The candidate is required to have some project management experience, able to plan agenda’s and manage meetings, have prior experience in working within governance structures, in keeping minutes, conducting peer reviews, maintaining project risks and defects (In excel, Teams MS Lists, Jira or other tracking system), reporting on project\work status, in job and time estimating, and in working in a matrixed shared service teams’ environment. 

This position is anticipated to be a long-term engagement and is currently a hybrid remote position but with the candidate able to come into the Quincy MA office when given 24-hour notice.

Job Duties: (Detailed list of Responsibilities):

Core System and Data Analysis skills

• Quickly develop a deep understanding of the business environment, its leadership, its business processes, its system processes, its data flows, data sources & integrations. 
• Manage “document” and “requirement” traceability ensuring the Product Solution and Vendor supports the Businesses stated requirements (BRD, TRD, DRD, SAD), and ensure proper control in a SharePoint environment
• Gather, document, and analyze the many data schemas and master interface control documents “sources to target” inventory all in support of the businesses data integration needs.
• Lead solution design & configuration requirement gathering, document solution design, and when required help develop appropriate user & system test scripts which may require negative test scenarios.
• Provide subject-matter expertise data requirements, discovery, mapping, GAP analysis, and report creation using native database discovery and documenting tools to help Vendors, Developers, and QA Testers improve their efficiency, accuracy and consistency in their code and testing processes

• Maintain and enforce proper change control; in the businesses document repository to ensure proper business changes, impacts, and dependencies are updated. When changes are required. ensure changes are maintained in source documents
• Present findings and/or recommendations as required and work closely with internal and external stakeholders.
• Manage project risks, defects, and reporting, ensuring collaboration across matrixed teams and external vendors.
• Review and enforce EOTSS\EOHHS Privacy and Security policies in processing confidential data and ensure updates are made in information guidelines.

Testing & Quality Assurance Skills:

• Help Plan and execute comprehensive testing strategies to validate the accuracy and completeness of User Interfaces (UI), Workflows, Business Logic, Validations, ETL, EDI, reporting processes, document and tracking resolutions to all issues that arise during testing if so required.
• Track and resolve issues throughout the System Lifecycle with a strong focus on testing to ensure data quality checks are integrated into ongoing system monitoring during the project and in operations
• Act as a subject matter expert, providing guidance and mentorship to junior team members, enhancing their analytical and technical skills.
• Training end-users in the core domain system areas is required.
• Design audit frameworks and leadership dashboards to ensure the integrity and accuracy of data processing.

REQUIRED SKILLS (Special Skill Set, Abilities, Knowledge)

• Broad knowledge of business and system analysis with strong experience in creating requirements and design documents 
• Broad technical knowledge and experience supporting a wide range of applications, data processes, and technologies (e.g., Java, .NET, Oracle, SQL Server, and SaaS Cloud).
