Job Overview:

The Texas Education Agency (TEA) is seeking two qualified Sr Oracle Database Developer candidates to join the IT-SEDS team. The successful candidates will play a crucial role in supporting, enhancing, and optimizing the performance of database systems for a large-scale project. This role requires advanced expertise in Oracle SQL and PL/SQL, with a focus on performance tuning, complex queries, and working with data stored in JSON/XML formats. Candidates will collaborate with multiple stakeholders to ensure the accuracy and efficiency of reports that serve over 1,200 school districts across Texas.

Key Responsibilities:

  • Perform advanced database analysis and development to improve and optimize the performance of large-scale database systems.
  • Utilize Oracle SQL and PL/SQL to write and optimize complex queries, stored procedures, and views.
  • Focus on optimizing database performance, including reducing SGA/PGA/Temp Space usage and fine-tuning query execution.
  • Work extensively with JSON and XML data formats, including storing, querying, and manipulating data within Oracle database tables.
  • Provide technical leadership and innovative solutions for complex database challenges.
  • Collaborate with internal stakeholders and cross-functional teams to ensure the quality and accuracy of data and reports.
  • Participate in the full software development lifecycle (SDLC), following Agile-like methodologies to complete code changes for defined releases.
  • Document technical solutions, processes, and reports for internal use and compliance.
  • Conduct dev/unit testing to ensure code quality and functionality.

Required Qualifications:

  • Expertise in Oracle SQL and PL/SQL: Extensive experience with advanced SQL concepts, including bulk collect, complex queries, and performance optimization (7+ years).
  • Database Optimization: Proven ability to optimize queries, stored procedures, and views, with a focus on reducing resource usage (SGA/PGA/TempSpace) (7+ years).
  • Documentation Skills: Strong ability to document technical solutions, processes, and reports (7+ years).
  • Dev/Unit Testing: Experience with development and unit testing to ensure code quality (7+ years).
  • Agile Development: Familiarity with Agile development practices and experience working within Agile environments (7+ years).
  • JSON/XML Data Handling: Proficient in storing, querying, and manipulating JSON data within Oracle databases (4+ years).
  • Complex Query/Views Creation: Proficient in creating complex queries and views using data stored in JSON format (4+ years).
  • Performance Optimization: Skilled in optimizing the performance of stored procedures and views that access data stored in JSON format (4+ years).
  • Must have a bachelor’s degree in computer science or equivalent

Preferred Qualifications:

  • Previous experience working with large-scale educational systems or state government IT projects.
  • Strong communication and collaboration skills to work with diverse stakeholders.

  • Work Products: All work products resulting from this engagement will be considered “works made for hire” and will be the property of the Texas Education Agency.
  • Background Checks: Candidates may be required to undergo criminal background checks in accordance with Texas law.
  • No Interview Fees: The Texas Education Agency will not provide compensation for interviews or discussions during the candidate selection process.
  • Work Outside Normal Business Hours: The candidate(s) may be required to work outside the normal business hours, including weekends, evenings, and holidays, as requested. Payment for work exceeding 40 hours will be at the hourly rate quoted, and all overtime must be coordinated and pre-approved through the Texas Education Agency.
