About the Department of Local Government Finance:
The Department of Local Government Finance is tasked with ensuring that property tax assessment and local government budgeting comply with Indiana law. The department is responsible for publishing property tax assessment rules and annually reviewing and approving the tax rates and levies for all political subdivisions in the state, including counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.
About the Job:
The Applications Systems Analyst/Programmer – Senior will work under general direction within the agency’s information technology division, performing complex application systems analysis and programming duties. The role involves leading projects, collaborating with department management, and supporting less experienced developers.
A Day in the Life:
Key responsibilities include:
- Collaboration with Management: Assist department management in planning, organizing, and controlling IT activities.
- System Requirements: Work with the user community to conduct research, fact-finding, and analysis to define system requirements, scope, and objectives.
- Problem Solving: Devise or modify procedures to address complex problems, considering system capacity, operating time, and desired outcomes.
- Project Feasibility: Prepare detailed project feasibility studies, including scope, cost, time estimates, and resource requirements.
- Mentorship: Train and coordinate less experienced developers, and assist with complex program development.
- Leadership: May serve as a Team and/or Project Lead responsible for completing project phases.
- Documentation: Provide complete documentation for new or modified systems, including operational procedures and manuals.
- Specifications and Testing: Prepare detailed specifications for software development, conduct system test planning, design, code, debug, and test new and existing software.
- Execution: Conform to established standards, policies, and procedures while executing tasks.
- Monitoring: Monitor application systems to ensure proper execution and performance.

- Information Systems Design: Extensive knowledge of design principles and new systems design techniques.
- Application Development: In-depth understanding of policies, standards, procedures, and application development software tools and languages.
- Technical Knowledge: Strong knowledge of IT equipment, operation, capabilities, and the latest advancements in the field.
- Problem-Solving: Ability to perform complex problem-solving and analytical analysis.
- Technical Documentation: Proficiency in reading and understanding technical manuals.
- Project Management: Ability to manage multiple application development projects and priorities.
- Communication: Effective communication skills, both oral and written.
