Application Developer – Power Platform & ArcGIS / Programmer Analyst 3 (744488)

Location: Richmond, VA (Onsite at least 3 days per week)
Contract Duration: Long Term

Local Candidates: Strongly preferred

Parking: Contractor will be responsible for purchasing parking through VDOT’s Parking Management Office or procuring their own parking.

Core Responsibilities:

Innovation Framework: Gain a broad understanding of the VDOT innovation framework and apply innovative tools and best practices in application development.
Application Development: Utilize the latest tools and industry best practices to build applications using Microsoft Power Platform and ArcGIS.
Compliance: Follow all applicable industry and VDOT standards, processes, and protocols in development activities.
Customer Engagement: Engage multiple customers to understand their needs and develop applications to meet those requirements.
Stakeholder Management: Manage stakeholder communications and set clear expectations regarding project deliverables and timelines.

Knowledge, Skills, and Abilities (KSA):

Process Mapping: Experience in mapping business processes to understand and document workflows.
Code Documentation: Ability to document code effectively for future reference and maintenance.
Requirements Writing: Skilled in writing detailed requirements and scope documents.
Use Cases: Proficiency in writing use cases to define system interactions and workflows.
Architectural Artifacts: Ability to use and interpret architectural artifacts to guide development efforts.
Solution Architecture Interpretation: Understanding of solution architectures and their practical application.
Communication: Excellent written and oral communication skills.
Collaboration: Customer-focused approach to collaboration, ensuring solutions meet user needs.
Travel: Ability to travel around the state as needed for project requirements.
Onsite Presence: Commitment to working at least three days a week in the office to collaborate with the team.

Experience:

Minimum of 5 years of experience programming in a high-level compiled language such as C#, C++, or Java.

Minimum of 5 years of experience with scripting languages such as JavaScript and Python.

Minimum of 2 years of experience with Microsoft Power Platform, including PowerApps, Power Automate, SharePoint, and Dataverse.

Minimum of 5 years of experience using GIS for creating dynamic mapping applications and processing real-time location data.

Minimum of 5 years of experience using RESTful APIs for integrating systems and services.

Familiarity with Visio, Visual Studio Code/Visual Studio Community Edition, SQL Server, Azure Data Lakes and Warehouse, Oracle, ArcGIS Pro, ArcGIS Online, and ArcGIS Experiences.
