Job Description:

The goal of this project is to rebuild and modernize the Chapter 683 Applicant System and related legacy applications, replacing outdated systems with more efficient, scalable solutions. This project will focus on improving the hiring processes, data integration, security, and user experience for all stakeholders involved.

The DOE seeks a vendor to rebuild or implement Commercial Off-The-Shelf (COTS) solutions for the Chapter 683 Applicant System and related legacy applications.

Project Goals:

•    System Development: Build a new system that supports current business processes and reporting requirements.

•    Modernization: Modernize the data framework and core infrastructure to improve performance, scalability, and security.

•    Integration: Ensure seamless integration with existing DOE systems and applications.

•    Workflow Automation: Automate workflows to improve efficiency and reduce manual processes.

•    Self-Service Functions: Enable self-service administrative functions for DOE staff to improve usability.

•    Security: Implement robust security measures to protect the system from cyber threats.

•    Reporting: Develop advanced reporting capabilities to support informed decision-making.

Responsibilities:

•    Build the new Chapter 683 Applicant System using modern web and database technologies.

•    Ensure system compatibility with modern browsers and devices (desktop, tablet, mobile).

•    Automate key processes related to Hiring, Billing, Invoicing, and Reporting.

•    Improve and enhance user experience, particularly during peak periods such as summer hiring.

•    Create both standard and custom reports as needed.

•    Conduct functional and performance testing.

•    Integrate the new system with existing DOE systems where necessary.

•    Deliver end-user training to ensure successful adoption and retention of the new system.

PURPOSE & OBJECTIVES

The purpose of this project is to build a new system from the ground up to replace the legacy Chapter 683 applications. The objectives of the project include:

•    Enhancing User Experience: Develop new Chapter 683 admin and applicant applications with intuitive interfaces compatible with Windows, iOS, and mobile devices, ensuring smooth performance on desktops, tablets, and smartphones.

•    Scalability: Create a scalable application to manage the fluctuations in the Summer School Special Education hiring processes.

•    Improving Workflow: Automate applicant workflows and notifications for better system performance.

•    Data Integration: Integrate the new Chapter 683 system with existing DOE systems for seamless data synchronization across departments like Payroll, Collections, District 75, etc.

•    Email System Improvement: Implement a new email management system to handle bulk emails generated by Chapter 683 applications, ensuring faster and more efficient delivery.

•    Performance & Traffic Management: Improve website traffic management and ensure quick email delivery without lags.

•    Advanced Reporting: Develop new reporting functionalities, including both ad-hoc and pre-configured reports, and enhance reporting performance, such as creating, editing, and downloading reports.

•    Cross-Browser Compatibility: Ensure the applications are compatible with all modern web browsers.

The project will also include the creation of new SQL databases, starting from the EIS databases, and designing a new database administration structure for synchronization.

The Consultant is expected to build new web applications using the latest web and database platforms. The new versions must be compatible with the latest web and mobile browsers and hosted servers. The modernization will also include new features requested by stakeholders.

Current Technology Stack:

•    Microsoft .NET Web Applications:

o    Both the Chapter 683 Applicant and Administrator Applications are built on Microsoft .NET framework, which is now outdated and requires modernization to enhance compatibility, performance, and security.

o    The .NET applications need to be redesigned to leverage modern web technologies to ensure they are compatible with current web standards and devices (desktop, tablet, mobile).

•    DB2 Databases:

o    The current database for both applications is DB2, which is also outdated and not optimized for modern technologies or integration needs.

o    A major aspect of this project will involve migrating data from DB2 to modern SQL databases that support better integration, scalability, and performance.

o    The new database design should ensure smooth data synchronization across DOE systems and provide easier maintenance and scalability for future needs.

 

PROJECT SCOPE

The Chapter 683 Modernization Project aims to replace outdated Summer and Billing applications with new, modern systems. These legacy systems, developed over a decade ago using outdated web programming and database platforms, are incompatible with modern browsers and devices, leading to performance issues, high maintenance costs, and poor user experience.

This project will modernize key business processes such as Hiring, Billing, Invoicing, and Reporting. The goal is to reduce manual processes, improve efficiency, and enhance usability for all involved departments.

The DOE seeks a Consultant with proven experience in delivering large-scale IT projects on time. The selected Consultant will handle the development, implementation, and operational support of the new system, ensuring compliance with DOE protocols, cybersecurity policies, and other standards.

 

Scope of Modernization:

•    Rebuild applications from the ground up or use Commercial Off-The-Shelf (COTS) solutions, ensuring the applications are user-friendly, scalable, and compatible with modern browsers and devices (desktop, tablets, mobile).

•    Upgrade the backend infrastructure by migrating data from DB2 to a modern SQL database that integrates with other DOE systems.

•    Enhance the functionality of both the Chapter 683 Applicant and Administrator Applications, ensuring smooth workflows for hiring, application processing, and reporting.

•    Improve security by implementing modern security measures to ensure data protection and compliance with DOE cybersecurity policies.

•    Optimize the user experience with intuitive interfaces, improved performance, and mobile compatibility.

Consultant will be expected to:

•    Build new application using modern web and database technologies.

•    Improve user experience and performance across all devices (desktops, tablets, smartphones).

•    Automate and streamline processes.

•    Implement new workflows and reduce manual processes.

•    Provide scalable solutions to handle peak usage.

•    Ensure compatibility with modern browsers and devices.

•    Plan for end-user adoption and retention.

•    Create standard and custom reports.

•    Conduct functional and performance testing.

•    Integrate with existing DOE systems.

•    Ensure compliance with city, state, and legal reporting requirements

•    Ensure that all system components meet the functional and business requirements outlined for the new system.

SOLUTION ARCHITECTS

Design and Implement effective web and database solutions, strategies and models to store and retrieve data from different DOE data stores. Monitor and identify appropriate information flows, equipment, tools and systems to achieve all project goals. Design and implement data strategies incorporating different patterns and technologies.
