Job Description

Looking to rebuild and modernize its Chapter 683 Applicant System and related legacy applications. The goal is to replace outdated systems with efficient, scalable solutions that will improve hiring processes, data integration, security, and user experience for all stakeholders.

We seek a vendor to implement Commercial Off-The-Shelf (COTS) solutions for the Chapter 683 Applicant System and related legacy applications.

Project Goals

• System Development: Build a new system that supports current business processes and reporting requirements.

• Modernization: Modernize the data framework and core infrastructure for improved performance, scalability, and security.

• Integration: Ensure seamless integration with existing DOE systems and applications.

• Workflow Automation: Automate workflows to improve efficiency and reduce manual processes.

• Self-Service Functions: Enable self-service administrative functions for DOE staff to enhance usability.

• Security: Implement robust security measures to protect against cyber threats.

• Reporting: Develop advanced reporting capabilities to support informed decision-making.

Responsibilities

• Build the new Chapter 683 Applicant System using modern web and database technologies.

• Ensure system compatibility with modern browsers and devices (desktop, tablet, mobile).

• Automate key processes related to Hiring, Billing, Invoicing, and Reporting.

• Improve and enhance the user experience, particularly during peak periods such as summer hiring.

• Create both standard and custom reports as needed.

• Conduct functional and performance testing.

• Integrate the new system with existing DOE systems where necessary.

• Deliver end-user training to ensure successful adoption and retention of the new system.

Purpose & Objectives

The purpose of this project is to create a new system from the ground up, replacing legacy Chapter 683 applications. Key objectives include:

• User Experience: Develop new applications with intuitive interfaces compatible with all platforms (Windows, iOS, mobile devices).

• Scalability: Build an application that can manage fluctuations in Summer School Special Education hiring processes.

• Workflow Improvement: Automate applicant workflows and notifications for better performance.

• Data Integration: Integrate the new Chapter 683 system with existing DOE systems for seamless synchronization.

• Email System Improvement: Implement a new email management system for bulk email delivery.

• Performance Management: Improve website traffic management and email delivery speed.

• Reporting: Develop advanced reporting capabilities, including both ad-hoc and pre-configured reports.

• Cross-Browser Compatibility: Ensure compatibility with all modern web browsers.

Current Technology Stack

• Microsoft .NET Web Applications: Modernize the existing .NET applications to ensure compatibility, performance, and security on current web standards and devices.

• DB2 Databases: Migrate data from the outdated DB2 database to modern SQL databases that support better integration, scalability, and performance.

Project Scope

This project focuses on modernizing outdated Summer and Billing applications. The legacy systems, developed over a decade ago, have become incompatible with modern browsers and devices, causing performance issues and high maintenance costs. The new solution will automate business processes, reduce manual work, and improve usability across departments.

The Consultant is expected to:

Solution Architect Role

As a Solution Architect, you will design and implement effective web and database solutions to store and retrieve data from various DOE data stores. You'll monitor and identify the right information flows, tools, and systems to meet all project goals, incorporating different patterns and technologies into the design and implementation of the data strategy.
