Position Overview:
The Virginia Department of Transportation (VDOT) Information Technology Division is seeking a Senior Project Manager to serve as the IT PMO Liaison. The incumbent will be responsible for planning, organizing, and motivating diverse project teams through all phases of Waterfall, Agile, and Hybrid projects. This role involves managing the transformation of identified requirements into executable plans for delivery and providing ongoing project-level governance and oversight throughout execution.
Key Responsibilities:
- Proposal & Procurement Management:
- Originate and oversee proposals, statements of work, and RFP responses from selection through acquisition.
- Facilitate technical and planning aspects of technology procurement, ensuring alignment with agency best practices.
- Project Planning & Coordination:
- Develop comprehensive project plans, including tasks, schedules, risk identification, and resource allocation.
- Transition plans to internal VDOT or vendor teams for execution, ensuring adherence to PMI best practices.
- Project Governance & Oversight:
- Provide governance oversight, ensuring adherence to project standards throughout the lifecycle.
- Monitor third-party vendor progress against predefined metrics and milestones.
- Stakeholder Management:
- Maintain working relationships with stakeholders at all levels, including executive management, business management, vendors, and technology management.
- Set goals consistent with technical objectives and the agency’s overall technology strategy.
- Communication & Reporting:
- Develop and communicate timelines and expectations to technical and business staff.
- Ensure project documentation and reporting are clear, concise, and tailored to the audience.
- Risk & Issue Management:
- Identify and manage project risks, issues, and quality assurance practices, ensuring they are appropriately escalated and resolved.
- Adherence to VDOT & VITA Practices:
- Ensure all project management practices adhere to VDOT and VITA project management standards.
Required Qualifications:
- Project Management Experience:
- Minimum of 10 years managing large-scale projects.
- 5+ years of experience in portfolio management.
- Hands-on experience with project management tools such as Microsoft Project, Visio, and Office Suite.
- Certification:
- Must possess an active PMP certification through PMI or be qualified under the Commonwealth of Virginia Qualification Standards for IT Project Managers (no other certifications qualify).
- Financial Literacy:
- Proficiency in budgeting, accounting, investing, and managing credit.
- Procurement Management:
- 5+ years of experience in procurement management, including developing SOWs, RFQs, and contracts.
Preferred Qualifications:
- Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS process.
- Familiarity with Commonwealth IT procurement processes, including RFP, VITA Statewide Contract, and CAI SOW.
- Strong knowledge of cloud infrastructure and software systems, including Azure and Google Cloud.
- Experience managing cloud-based solutions for data management and analytics.
- Experience in IT Infrastructure delivery, including networking, physical plant, vendor management, and site provisioning.
