Position Overview:
The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking a seasoned Project Manager with PMP certification to lead the development and implementation of the data governance framework and processes as part of the statewide Data Exchange Program. This initiative is crucial for advancing secure behavioral health data exchange across the Commonwealth.
The Project Manager will oversee the coordination of various stakeholders to establish and apply data governance policies and ensure effective management of data sources being ingested into the new Enterprise Data Warehouse. The candidate will work closely with stakeholders, including senior leadership, data stewards, data owners, and subject matter experts, ensuring clear communication and alignment across multiple projects.
Key Responsibilities:
- Lead the development and implementation of data governance frameworks, policies, and procedures.
- Coordinate with DBHDS and partner stakeholders to develop, apply, and monitor data governance strategies.
- Manage the ingestion of Electronic Health Record data from Community Service Boards (CSBs) into the Enterprise Data Warehouse.
- Facilitate meetings with the Data Governance Council, Data Decision Team, data stewards, and owners, including tracking action items and decisions.
- Manage risks, timelines, and vendor selection to ensure successful project delivery.
- Communicate project progress and data governance decisions to senior leadership and executive stakeholders.
- Support the Data Exchange Team in ensuring consistency and alignment across projects.
Qualifications:
- PMP Certification (Required) – Must upload certification.
- Ability to obtain VITA PMDP qualification upon joining (Note: $150 course fee to be covered by the contractor).
- Strong proficiency in project management, including both waterfall and agile methodologies.
- Experience with data governance frameworks, data warehouse implementations, and data exchange solutions.
- Familiarity with cloud-based data governance solutions, ETL tools, and data modeling.
- Experience in Health IT projects, particularly in managing data for behavioral health or medical systems.
- Excellent communication, negotiation, problem-solving, and risk management skills, with the ability to interact effectively with all levels of the organization.
