Job Summary:
The Virginia State Police (VSP) is seeking a highly experienced Project Manager to oversee and coordinate the replacement of the existing criminal history systems. This role involves managing project scope, schedule, and budget while serving as the liaison between the business community/end users and the IT organization. The Project Manager will work closely with Business Analysts, the program manager, and IT management to ensure project success and timely reporting to stakeholders.
Responsibilities:
- Project Management: Lead and manage the project to replace the existing criminal history systems, including scope, schedule, and budget management.
- Coordination: Serve as the primary liaison between business stakeholders, end users, and the IT organization.
- Reporting: Provide weekly or agreed-upon status reports to VSP IT management and business stakeholders/owners.
- RFP Management: Oversee and coordinate the Request For Proposal (RFP) process, including drafting evaluation criteria, contract terms, and procurement-related documentation.
- Vendor Coordination: Assist with vendor queries, evaluation, and contract negotiations. Direct the vendor and ensure the design, development, and implementation of the solution are completed as per requirements.
- Risk Management: Identify, analyze, track, and recommend actions for project issues and risks. Ensure effective risk management practices are applied.
- Process Oversight: Ensure that objectives and requirements for the new system are fully defined and that the project aligns with VSP IT Division standards.
- System Integration: Provide direction on interfaces to existing VSP (and non-Agency) systems and coordinate with VSP IT Division for integration efforts.

Duties:
- RFP Process Management: Manage and coordinate RFP-related tasks, including drafting evaluation criteria and procurement documentation.
- Vendor Interaction: Oversee vendor efforts, including design, development, and implementation. Coordinate with the vendor PM and VSP IT Division.
- Business Analysis Coordination: Direct Business Analysts to ensure project objectives and requirements are met.
- Issue and Risk Management: Identify, analyze, and address project issues and risks. Provide recommendations and actions as needed.
- System Integration Direction: Provide overall direction for integration with existing VSP systems and coordinate with the IT Division.
Work Environment:
- On-Site Requirement: The successful candidate must be comfortable interviewing and working on-site 100% of the time.
