Job Overview:
The State of Iowa is seeking a highly skilled IT Product Manager to coordinate and manage various information technology initiatives for the Iowa Department of Education. The successful candidate will have extensive experience in IT project management, demonstrated knowledge in managing technology teams, vendors, stakeholders, data systems, application deployments, and related services. The IT Product Manager will lead project meetings, resolve issues, facilitate communication, manage the product backlog, document project status, and ensure team members have the resources and support they need to achieve successful project outcomes.
This role is crucial in supporting Iowa’s statewide educational data collection and reporting systems. Experience working in a matrix organization and in product management/ownership is a significant advantage.
Primary Responsibilities:
- Project Planning: Identify and schedule project deliverables, milestones, and required activities and tasks.
- Team Guidance: Provide guidance to project team members throughout the project life cycle and collaborate with project staff to outline work plans.
- Business Analysis: Work with agency leadership, subject matter experts, and program consultants to analyze and document business requirements and communicate details to technical staff.
- System Design Coordination: Collaborate with technical staff to define data and system design, and coordinate the design, development, and testing of technical systems and services.
- Documentation and Risk Management: Maintain project management documentation, including risk and mitigation activities. Ensure that system documentation is complete and testing is successful before approvals for live implementation are made.
- Vendor and Personnel Coordination: Direct and coordinate activities of project personnel and vendor representatives to ensure project goals align with business objectives.
- Quality Assurance: Monitor project activities to ensure the quality and integrity of deliverables and perform change control as necessary.
Requirements:
- Project Management Experience: Five or more years of progressively responsible IT project management experience.
- Methodology Expertise: Experience with major defined project management methodologies, such as waterfall, agile, and hybrid.
- Product Ownership: Experience in a product ownership role.
- Diverse Team Management: Demonstrated experience working with diverse teams and managing various IT projects, including technology infrastructure, data systems, application deployments, or similar services.
- Project Management Knowledge: Knowledge of project management methodology and familiarity with major program management approaches (e.g., PMI, agile).
- Communication Skills: Excellent written, verbal, and interpersonal communication skills.
- Large Project Management: Experience managing large and complex projects.
- Certification: Certification in project management (e.g., PMP).
Desirable Qualifications:
- Government or Academic Experience: Experience working in state government, academic institutions, or similar organizations.
