Description:
The Los Angeles Department of Building and Safety (LADBS) is seeking two proficient-level Business Analysts (Client) to support various applications, including PCIS, ePermit, LACPS, and ePlanLA. The Client will assist in requirements gathering, data analysis, dashboard design, and application testing. Their responsibilities include analyzing business processes, identifying key data metrics for permitting, creating dashboards, documenting process flows, and providing data analysis for the LACPS project. Additionally, they will help with data cleansing, transformation, and the creation of operational reports. The Client will also assist in testing and quality assurance for system enhancements, including regression testing of permit and inspection systems. Their role will ensure that LADBS has the data needed for operational decisions, as well as the resources to support IT project teams in testing and quality assurance tasks.
Task List:
- Perform various professional-level research, analysis, documentation, requirements gathering, development and administrative support, and coordination tasks.
- Responsible for supporting the coordination of project meetings with business users and project sponsors
- Create meeting notes and action items for all parties
- Track deliverables and deliverable schedules.
- Perform data analysis, data cleansing, and data transformation processes.
- Create and maintain data dashboards and operational reports.
- Conduct Software testing and quality assurance of newly developed processes, functionality and user experience to ensure they align with specified business requirements.
Work Products and Outcomes: Contractor shall meet the following key high-level work products and outcomes:
- Evaluate existing documentation library to understand the scope/nature of project, structure of change, and the required amount of documents that need to be updated.
- Meet with various subject matter experts (SMEs) to gain insight and background to various PCIS and ePlanLA projects to document Department goals and objectives.
- Elicit and gather detailed, comprehensive, and correct business requirements for core users and other pertinent staff.
- Create, design, and document wireframes and design concepts.
- Lead user acceptance testing.
- Provide end-user training and overall implementation support for PCIS, ePlanLA, and the LA City Permitting System.
- Create and maintain various project trackers (e.g., meeting trackers, action item trackers, etc.).
- Perform data analysis, data cleansing, and data transformation processes.
- Create and maintain data dashboards.
- Design and create reports for business continuity and business analytics.
- Other tasks as identified by LADBS
Performance Specifications:
- 3+ years of work experience in Information Technology or Data Analysis.
- 3+ years of work experience gathering business requirements, including: functional, user, and system requirements; creating application wireframes; developing process flow diagrams; writing high-quality technical and user guide documentation; performing heavy research; and other business analysis tasks for software/SDLC implementation projects.
- 1+ year of experience as a project manager over a project with a heavy IT component. Expected first-hand knowledge/experience with various assignment, resource allocation, and monitoring tools.
- Intermediate to advanced knowledge of Microsoft Word, Excel, Project, and PowerPoint is required.
- Demonstrated experience in extracting and translating large data sets and relational databases.
