Our government client in Mechanicsburg, PA is seeking a qualified Network Engineer (Edge Networking) to join their team on a long-term contract.
 
Mostly remote, with some occassional on-site needs and rare overnight travel. Candidates must be PA residents, already residing locally to the Mechanicsburg area. 

 
 
 
 
POSITION PURPOSE: 

The purpose of this position is to provide multiple tier network support to highly complex edge networks for assigned agencies within the state. 

 

POSITION REQUIREMENTS:

The selected candidate will be responsible for providing technical support for planning, designing, maintaining, and integrating local and wide area network infrastructure and will have input into the edge networking architecture deployed throughout the Enterprise.  The selected candidate must be able to communicate well and needs to be a highly technical and eager individual with numerous years of experience in a large environment. 

CCNA and CCNP certificates or higher are preferred, but candidates with demonstrable levels of commensurate hands-on experience will be considered. 

 

DESCRIPTION OF DUTIES:

Installs, configures, maintains, and manages network infrastructure consisting primarily of switches, routers, firewalls, Silver Peak SD-WAN edge appliances, wireless infrastructure, cellular-based appliances, and all associated hardware and software. 

Performs network management functions utilizing various industry tools to monitor, test, verify, troubleshoot, and resolve complex network problems by working with users, service providers, business partners, and others to resolve problems. 

Assists in the planning and design of LAN/WAN network architecture including: 

· Network bandwidth analysis and capacity planning.

· Detailed specifications and schematic engineering drawings for network enhancements and modifications.

Assists in the execution of planned deployments and upgrades and supports change management efforts within the edge networking group.

Participates in change management efforts with agency and other edge networking teams.

Participates in Service Now trouble ticket resolution and reporting.

Ensures that assigned edge networking trouble tickets or incidents follow established processes and are fully documented within Service Now.

Assists with tier 2 support for widespread events/ incidents to customers and other networking teams as needed.

Proactively identifies and troubleshoots issues related to complex network problems and works them to resolution, including communication to other networking teams.

Participates in the evaluation of, and makes recommendations on, new and emerging technologies as part of the ongoing hardware refresh cycles championed by the Edge Networking Solutions team.

Evaluates current and future network needs and prepares technical solutions and recommendations. 

Reviews the development of configuration standards.

Assists in the design of highly complex networks as well as makes recommendations to optimize the edge network for maximum efficiency.

Ensures that all existing and new networks meet or exceed the security requirements set forth by OA.

Assists in the creation of Visio diagrams of the edge network to document new and existing network elements, especially those deemed specialty/ field networks.

Participates in the documentation for the configuration of network components including setup, installation, and overall deployment of network hardware and software.

Supports remote IT staff with network-related issues and deployments.

Supports agency operations staff and business partners with network-related issues as needed.

Communicates effectively both verbally and in writing with other employees, vendors, and business partners.

Maintains an understanding of various routing protocols.

Maintains a working knowledge of network monitoring tools and automation. 

Performs other duties as required.

Our government client is seeking a Technical Business Analyst to join their team on a long-term contract.

 

This position is mostly remote, however there will be some onsite requirements. As such, candidates must be PA residents and within a commutable distance to Harrisburg, PA.

This position involves working and coordinating with several teams including but not limited to – HHSDC network, desktop, security, Business Relations, executive leadership, PMO, QA program and vendors. Excellent written and verbal communication skills are essential for this position.

OBJECTIVES OF ENGAGEMENT
The primary objective of this engagement is to provide functional, operational, basic technical support, and first level triage of tickets raised by the program. Additionally, this resource will work with vendors and QA technical lead to plan and execute software releases for the OQA’s applications.

OPERATIONAL REQUIREMENTS
Generally, the contractor will perform the following tasks:

• Coordinate with stakeholder teams across business and technical units to provide support to all OQA’s applications
• Provides daily production support, conduct initial/first level triage of the tickets and issues reported by various teams. Coordinate with the OQA’S technical lead in resolving the issues. Additionally, redirect the tickets as appropriate to other teams, as necessary for the QA applications.
• Act as a Functional SME for all QA applications.
• Act as a release manager for the QA applications. This involves, coordinates application deployments/changes working with QA program and managers. Such changes include downloading the release software from the vendor location, versioning the changes, create tasks in Azure DevOps, work with HHSDC database and web teams to complete deployment. Also notifies the appropriate manager(s) when these actions are taken.
• Works with ADA to create a plan, prepare responses to the change control board questionnaire, prepare CCB addendum for each migration to test and production environments.
• Work with QA technical SME to plan, coordinate and collect business requirements for the legacy QA applications that require technology refresh. Work with the program and other stakeholders to plan platform migration, create test cases, conduct acceptance testing and support production deployment.
• Understand the QA’s business so that the incoming tickets/requests can be prioritized and processed in the order they are received and according to the criticality/severity of the issue.
• Review all deliverables submitted by the vendors, work with program and IT teams to plan testing/testing schedules, identify windows for code deployment during testing and coordinate production deployment.
• Ability and proven experience in coordinating large scale technical implementations/upgrades across large teams consisting of 300 + users – such as and not limited to – server upgrades, server migrations, system software upgrades, custom software upgrades on both central servers and client desktops spanning across Client locations.
• Maintain technical and user documentation relative to Information Technology requirements for QA applications as needed
• Work with ITM and ADA to create reminders, create HH IT Communication message for emergency and planned outages.
• Proactively identify issues that could impact QA’s business and address them
• Identify risks, work with all stakeholders to identify mitigation strategy and address them.

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
This position requires a high degree of business and technical knowledge, skill, leadership, dedication, and ability to take initiative. Ability to ramp up quickly and perform independently is essential. Familiarity and experience with the QA is considered important.

Technical skills required are:
• 5 + years of experience with foundational understating in programming languages – VB.Net, C#, Visual Basic, Classic ASP, .Net Framework versions and IIS is required.

Our client is seeking a well-qualified Functional Architect to join their team on a long-term contract.

 

The project aims to implement Multi-Factor Authentication (MFA) solutions for the Client in Pennsylvania. The project consists of two (2) major tasks. First is to determine and deploy a compliant MFA solution. Second is to address a compliant approach for address machine registration and identification. The project involves integrating various technologies and services, including Azure, Microsoft Entra, Active Directory (AD), Public Key Infrastructure (PKI), AD certificate services, Commonwealth applications, IBM Secure Verify and potentially a Card Management System (CMS).

Position: Functional Architect – Will be responsible for designing, implementing, and overseeing the FIDO (Fast Identity Online) authentication framework within the project. The architect will work closely with the project team to ensure the successful architecture and integration approach of FIDO-based MFA solutions into the existing infrastructure and Public Safety applications.

Responsibilities: Architectural Design: Develop a comprehensive architectural design for the integration of FIDO-based MFA solutions with the existing systems, including Azure, Microsoft Entra, AD, Commonwealth PKI, certificate services, and Commonwealth applications.

Technology Evaluation: Evaluate FIDO2 security keys, smartcards, and Windows Hello for Business as potential authenticators to meet the Security Policy requirements.

Compliance Assurance: Ensure that the FIDO-based MFA solutions comply with the CLIENT Security Policy, CLIENT Requirements Companion Document, NIST SP 800-63 guidelines, and other relevant regulatory requirements.

Integration and Testing: Oversee the integration of FIDO-based MFA solutions with the existing infrastructure, conduct thorough testing, and ensure seamless interoperability.

Documentation and Training: Prepare detailed technical documentation, guidelines, and training materials for the implementation and maintenance of FIDO-based MFA solutions. This includes working with solutions architects, designers, and developers within public safety.

Requirements: Experience: Proven experience in designing and implementing FIDO-based authentication solutions, preferably in the context of CLIENT compliance. Proven experience and working knowledge of unified endpoint identification, registration, and authentication, preferably in the context of CLIENT compliance.

Technical Expertise: In-depth knowledge of FIDO2 security keys, smartcards, Windows Hello for Business, and their integration with Azure, Entra, AD, and other relevant systems.

Regulatory Knowledge: Familiarity with CLIENT Security Policy, NIST SP 800-63 guidelines, and other relevant regulatory frameworks.

Communication Skills: Strong communication and collaboration skills to work effectively with cross-functional teams and stakeholders.

Timeline: The Functional Architect will be engaged to complete the architectural design, phased implementation approach, and documentation to assist architects and solutions team with the implementation of the CLIENT MFA and end point solution.

Conclusion: The Functional Architect will play a crucial role in ensuring the successful implementation of multi-factor authentication solutions for the CLIENT project in Pennsylvania, contributing to the security and compliance of the Client's criminal justice information systems.
