The Department of Children and Families (DCF) is seeking a Certified Project Manager III to join the Division of Management Services (DMS) within the Bureau of Information Technology Services (BITS). This role leads to multiple business intelligence projects ranging from small to multi-million-dollar efforts. The Project Manager will work closely with DCF business partners and potentially other State of Wisconsin departments, such as the Department of Administration (DOA) and the Department of Health Services (DHS).

Top Skills:

•          Thorough understanding of industry-standard web application project management methodologies and reporting, including PMP (or similar industry standard) Certification.

•          Strong customer service and relationship management experience.

•          Business intelligence/data warehousing project management experience.

•          Project documentation skills and experience to support project chartering, scoping, and other project deliverables.

Nice to Have:

•          Experience with MS Project and performance measure design and utilization.

•          Knowledge of Kimball data warehouse design principles and State of Wisconsin Privacy Regulations.

 

Role/Project Description:

The DCF Child Care, Child Welfare section seeks a results-oriented and adaptable individual with a ‘can-do attitude’ to lead business intelligence projects for our business partners. This project manager will lead multiple projects, from small to multi-million-dollar development efforts. The project manager will work with other project managers in DCF and possibly with other State of WI Departments, such as the Department of Administration (DOA) and the Department of Health Services (DHS). The person in this role will lead the business intelligence development team members to complete projects and work closely with our business partners to ensure its success. The individual in this position will:

•          Be responsible for technical and overall project management on enterprise-wide business intelligence applications and architecture. Develops project charters, plans, deliverables, and other project artifacts.

•          Works closely with the project sponsor and IT senior management to understand and prioritize project tasks.  Solves complex technical problems. Understands business objectives and concerns, identifies alternative solutions, and performs feasibility studies and cost/benefit analysis of alternatives to support enterprise-wide business intelligence.

•          Builds an effective team and directs the project team’s work to meet project milestones. Develops standards, policies, and procedures for the form, structure, and attributes of the business intelligence documentation, tools, and systems. Develop data/information quality metrics.

•          Develop and maintain project charters, plans, deliverables, and other artifacts.

•          Work closely with the project sponsor and IT senior management to understand and prioritize project tasks, solve complex technical problems, understand business objectives and issues, identify alternative solutions, and perform feasibility studies and cost/benefit analysis.

•          Research new technology and develop business cases to support enterprise-wide business intelligence solutions. Participate in special projects as required.

•          12+ years of project management experience with leading large and complex database management systems, business intelligence tools, and systems.

•          Selected candidates must provide copies of any/all certifications as part of the hiring process.

Interview Process:

•          Phone and web-based interviews will be acceptable. However, an in-person interview may be required.

•          Interviews will be set up shortly after the posting close date.

•          Candidates must provide three (3) business references for the interview, including one supervisory-level reference.

•          A real-time screenshot photo of the candidate must be uploaded to the candidate’s bid upon confirming the interview.

o          Windows 10 or MacOS 10.14, 10.15, or 11 operating system with minimum 4 GB memory (preferred 8 GB+).

o          Installation of the latest VMware Horizon Client.

o          Full audio/video conferencing capabilities (camera and headset).
