Job Title: Job Reference # COB000001287 – PeopleSoft Payroll Functional Analyst

Duration: 6 months  

Location: NYC (MUST BE LOCAL TO NYC/NJ/Southern CT) – 100% remote

Principle Duties:

Provide functional support and configuration expertise to the Payroll team, including basic setup, tax setup, retro payments, FLSA, gross pay calculation, with ability to troubleshoot issues as they arise.

Advise the business on best practices related to configuration and setup of the payroll system.

Assist with the documenting of business requirements performing fit/gap analysis and developing functional specifications for data conversions and customizations.

Involved in all testing phases and issue resolution when implementing new functionality – including integration with PeopleSoft Human Resource and General Ledger modules and UKG WFD (Dimensions) timekeeping system.

Knowledge of full cycle payroll processing in PeopleSoft version 9.2

Partner with Payroll personnel to support business operations and satisfy user inquiries, resolve issues and support applications.

Modify or develop new queries and reports in PeopleSoft as needed.

Support multiple interfaces to and from the payroll system.

Participated in year-end payroll processes and procedures.

Collaborate with peers and customers to deliver solutions.

 

General Tasks and Responsibilities Will Include:

Analyze and document business requirements and processes; communicate requirements to technical personnel through the construction of basic conceptual data, process models and flowcharts, and technical specifications.

Interview end users, stakeholders, and project sponsors in order to assess business needs; create business, functional and technical requirements documents based on captured data and in accordance with departmental protocol/standards.

Convert information gathered into details including data sources, data and user types, interface components, interface navigation needs, reporting needs, and administrative system needs.

Define external interfaces, constraints, quality issues and other non-functional requirements.

Provide project management team with identified risks, concerns, and ambiguities discovered during the gathering of requirements; assist team in developing solutions.

Partner with project managers to complete requirements documentation in accordance with project schedule.

Plan, organize, facilitate, and lead meetings and workgroups as well as oversee and execute follow-up activities.

Ensure software development team accounts for all defined requirements in coordination with quality assurance team. Ensure that all quality standards comply with internal policies and industry standards.

Document changes to baseline requirements through standard change control process. Document software test plans, technical requirements, release notes, user and training guidelines and other materials.

Plan, coordinate, and support unit acceptance testing and subsequent deployments in coordination with other team leaders.

Perform end user and application support functions including problem solving and resolution of application function defects. Provide systems and application training.

Provide training to and serve as a mentor for Junior Business Analysts and/or other appropriate project team members; manage and evaluate work products for assigned team members.

Participate in the development of various departmental training initiatives.

Identify opportunities for process improvements and provide analysis and propose change and communicate strategies.

Participate in special projects as needed and performs other duties as assigned

Work on other activities, as assigned.

 

Knowledgeable In:

EHR (Electronic Health Record) vendor’s application such as Allscripts and Epic is a plus and Other various Hospital applications such as Onbase, Incident Management Systems, ERP, etc.

Health Care Experience and Knowledge of New York City Health and Hospitals Corporation are a plus.

Extensive knowledge in the characteristics of Information technology, computers, peripheral devices, communications systems and hardware capabilities, programming languages are a plus

Network Services requires a telecommunications background and experience.

Broad knowledge and expertise in the characteristics of computers, peripheral devices, communications systems and hardware capabilities, programming languages, E.D.P. applications, systems analysis methodology, data management and retrieval techniques.

 

Educational Level:

A Baccalaureate Degree from an accredited college or university with a major in Computer Science, Systems Engineering, applied Mathematics, Business Administration, Economics/Statistics, Telecommunications, Data Communications, or a related field of study; and

Five (5) years of progressive, responsible experience in the field of data processing, computer systems, and applications.

Operations Specialty requires supervisory experience (5 years). or

A satisfactory equivalent combination of training, education, and experience.

 

Years of Experience:

Three years of experience gathering and documenting business and/or functional requirements using interviews, document analysis, workshops, surveys, site visits, business process descriptions, scenarios, business analysis, task and workflow analysis in an information technology, information services, business, analytics or related area: or

A satisfactory combination of education, training, and experience.
