We have an exciting contract opportunity for an experienced IT Project Program Manager with expertise in public health to support the North Carolina Department of Health and Human Services (DHHS). This is a hybrid position based in Raleigh, NC with a 12-month contract duration.

Core Responsibilities:
- Lead a large-scale IT project to implement a new solution for the Department of Public Health (DPH).
- Collaborate with senior-level business executives, IT personnel, and vendors to meet project goals and manage stakeholder expectations.
- Develop divisional roadmaps and work on Business Case and Cost-Benefit analysis for prioritized initiatives.
- Manage project approvals, Statements of Work, and vendor onboarding.
- Establish governance models and manage resource allocation across multiple projects.
- Provide regular updates on project progress, risks, and status to senior management.
Essential Skills & Experience:
- Proven experience managing multiple projects at various stages.
- Strong leadership, negotiation, and organizational skills.
- Excellent written and verbal communication tailored to different audiences.
- Experience in portfolio management, resource planning, and risk mitigation.
- Ability to manage complex programs and strategic initiatives effectively.
- Experience with legacy system replacement projects and collaboration with State/Local Government preferred.
Certifications Preferred:
- PMP/PgMP Certification
- Agile (PMI-ACP) Certification
