Position Title: Procurement Specialist

Location: Richmond Virginia

Duration: 12 Months

Position Summary:

The ODGA Procurement Specialist plays a pivotal role in supporting various executive branch agencies within the ODGA by facilitating procurement processes to meet operational goals and organizational missions. This position manages relationships and transactions related to purchasing and receivables, maintains vendor records, and oversees negotiated purchasing agreements across agencies. The role encompasses assisting in procurement procedures, contract management, negotiation, and purchase order preparation for the ODGA, ensuring commitments to customers are upheld.

Job Responsibilities:

Interpret and apply state procurement regulations, policies, and procedures effectively.

Utilize knowledge of state government procurement policies to facilitate the purchase of goods and services.

Maintain adherence to the Code of Virginia standards and ODGA policies.

Plan, organize, and prioritize various procurement processes.

Communicate effectively both orally and in writing.

Proficiently use MS Office (Word, Excel, PowerPoint), databases, and electronic procurement systems.

Organize and maintain contract files and records independently.

Required Experience:

Proven experience as a Finance Analyst or similar role.

Strong understanding of Accounts Payables and Receivables processes.

Comprehensive knowledge of purchasing strategies.

Excellent communication, interpersonal, and negotiation skills.

Strong analytical thinking and problem-solving abilities.

Desired Experience:

Familiarity with purchasing and invoicing systems.

Experience in reviewing contracts and Memoranda of Understanding (MOUs).

Required Skills:

Demonstrated ability to interpret and apply state procurement regulations.

Proficiency in state government procurement policies.

Ability to maintain adherence to Virginia standards and ODGA policies.

Effective planning, organization, and prioritization skills.

Strong understanding of Accounts Payables and Receivables processes.

Proficiency in purchasing strategies.

Experience with contract review and MOU understanding.
