The Department of Administrative Services (DOAS), Information Technology Division, is seeking a skilled Human Capital Management Business Analyst (HCM BA) with expertise in HR systems, including testing, requirements traceability, training, and general system support.
Complete Description:
DOAS is partnering with the State Accounting Office (SAO) to implement Workday HCM for 70,000 State employees. The HCM Business Analyst will provide support for the Talent (Recruiting and Performance), Compensation, Benefits, and/or Core HR functions. The ideal candidate will possess strong business analysis skills, technical support expertise, and knowledge of HR systems, particularly Workday HCM.
Job Responsibilities:
The primary responsibilities of the HCM Business Analyst will include:
Documenting Business Processes:
Collaborate with stakeholders to document current and future state business processes.
Developing Requirements:
Develop business functional and non-functional requirements to support system implementation and improvements.
Testing & Quality Assurance:
Develop test plans and scripts, test new or upgraded technology to ensure functionality and user satisfaction.
User Support & Training:
Provide user support and training for new applications or functionality, ensuring a smooth transition for end users.
Incident Support:
Provide incident support and communicate software issues to the technical team for timely resolution.
Liaison Role:
Serve as a liaison between DOAS business units and the technical team, ensuring alignment with business goals, compliance, and best practices.
System Maintenance & Enhancement Support:
Assist in the maintenance and enhancement of systems, ensuring they comply with legal, regulatory, and organizational standards.
Documentation & Reporting:
Create software user guides, functional documentation, and other supporting materials as needed.
Required Knowledge, Skills, and Abilities:
Proven data analysis and problem-solving skills.
Strong written and verbal communication skills.
Excellent interpersonal, analytical, and organizational skills.
Ability to present detailed and high-quality deliverables.
Ability to focus on results and meet multiple deliverables and critical deadlines.
Advanced proficiency in Microsoft Office tools including Excel, Word, and Teams.
Minimum Entry Qualifications:
Bachelor’s Degree in a related field from an accredited college or university, with at least one year of related experience; OR an associate degree in a related field, with at least two years of related experience.
Preferred Qualifications:
Experience in implementing or supporting Workday HCM.
Experience supporting technology systems in the public sector.
Key Skills & Expertise:
Human Capital Management (HCM) systems support, configuration, and management (Required: 3+ years).
Workday HCM experience (Preferred: 1+ year)
