Job Title: Project Manager (PMP Certification)
Location: Richmond, VA (Local candidates only)
Contract Duration: 12+ months

Responsibilities:

• Plan, organize, and motivate diverse project teams for Waterfall, Agile, and Hybrid projects.
• Coordinate vendors, consultants, and VDOT IT and business staff for IT projects and procurements.
• Develop proposals, statements of work, and RFP responses.
• Oversee project activities and manage day-to-day execution.
• Maintain relationships with key stakeholders.
• Set project goals aligned with agency technology strategy.
• Track project progress and communicate updates.
• Collaborate with technology leads to incorporate best practices.
• Ensure consistent project delivery throughout the lifecycle.
• Monitor vendor progress and maintain project documentation.

Qualifications:

• Minimum 10 years of experience managing large projects.
• Bachelor’s degree.
• PMP certification from PMI or VITA PM certification (REQUIRED).
• Strong experience in cloud-hosted SaaS implementation projects.
• Proficient in Microsoft Office tools (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server).
• Strong analytical, organizational, and decision-making skills.
• Exceptional verbal and written communication skills.
• Knowledge of both Agile and Waterfall project management principles.
• Experience with VITA’s Commonwealth Technology Portfolio (CTP) system preferred.
• Experience with Project Management Office methodologies preferred.
• Understanding of software development life cycle models.
• Familiarity with Commonwealth IT procurement processes preferred.

Required Skills:

• Current PMP certification from PMI or VITA PM certification.
• 10 years of experience managing large projects.
• 15 years of overall IT experience.
• Proficiency in Microsoft Office products.
