Job Summary:
The Business Analyst will work closely with multiple stakeholders, Subject Matter Experts (SMEs), and development teams to document business requirements for web applications. This position is responsible for conducting enterprise-wide business analysis, creating detailed process flow diagrams, documenting current and future states, and supporting the implementation of IT solutions. Reporting to the Project Manager, the Business Analyst will ensure the successful documentation and delivery of business requirements for system enhancements, modifications, and new initiatives.
This is a hybrid position, requiring onsite work at least 1-2 days each month for meetings and team collaboration, with more frequent onsite presence during the first month for ramp-up.
Key Responsibilities:
- Requirements Gathering:
- Elicit and document business requirements from stakeholders for new initiatives, system enhancements, and modifications.
- Collaborate with SMEs and development teams to accurately capture and represent requirements.
- Documentation & Process Flow:
- Create business flow diagrams, user stories with acceptance criteria, and other suitable visual representations of processes.
- Perform GAP analysis, documenting current and future states.
- User Journey & Enhancements:
- Analyze and document the user journey, identifying opportunities for process improvements.
- Suggest enhancements to streamline business processes where applicable.
- Stakeholder Engagement & Presentations:
- Present requirements to business and technical teams for validation and feedback.
- Facilitate discussions, demos, and trainings to ensure requirements are clearly understood and implemented.
- Testing & Implementation Support:
- Collaborate with technical teams and vendors to ensure requirements are incorporated into design and testing phases.
- Actively participate in functional and systems integration testing, develop test plans and scenarios, and assist with user acceptance testing (UAT).
- Training & Documentation:
- Develop training materials and user manuals to support system implementation.
- Provide training and post-implementation support to end-users.
- Continuous Improvement & Process Optimization:
- Propose systems and process improvements based on competitive analysis, problem/opportunity identification, and creative brainstorming sessions.
- Create business cases to justify new initiatives or changes.
- Project Support & Communication:
- Assist the Project Manager in project initiation activities, including RFPs, SOWs, and managing Agile tools.
- Keep the Project Manager informed of potential issues affecting project timelines and implementation.
- Facilitate project meetings, conference calls, and provide detailed meeting notes.
- Tool Utilization:
- Use system-based project management tools, collaboration platforms, and Microsoft Office applications (Visio, SharePoint, Teams) to manage project activities.

- Experience in Public Sector Projects:
Familiarity with government or public sector IT projects is preferred.
Work Environment:
- Hybrid Work Schedule:
Onsite work required at least 1-2 days per month in Richmond, VA, based on the needs for meetings and team dynamics. Initially 1-2 days onsite presence during the few weeks as the candidate ramps up on the project.
