Project Summary

This project focuses on assisting the Employment Development Department (EDD) in managing the transition of benefit payment services, including the implementation of Automated Clearinghouse (ACH) direct deposit options for disability, Paid Family Leave, and unemployment benefits. The selected consultant will provide project management, risk management, and operational support to ensure the seamless migration to a new financial services vendor, Money Network (MN), enhancing service delivery for millions of EDD customers.

Mandatory Qualifications

• A minimum of three (3) years of experience applying analytical processes on projects
• A minimum of three (3) years of experience supporting project implementation / operations including supporting requirements, design, coding, testing, deployment, and maintenance activities.
• Bachelor’s Degree

Desirable Qualifications

• A minimum of seven (7) years of experience applying analytical processes on projects.
• Seven (7) years of project implementation/operation experience on one or more large or complex projects involving unemployment insurance or disability insurance domains.

Responsibilities

Business Solutions Analyst

• Gather, analyze, and document business requirements for the implementation of the new ACH direct deposit and debit card services.
• Work with stakeholders to design solutions that meet EDD’s business needs and align with regulatory requirements.
• Translate complex technical requirements into functional specifications for development and implementation teams.
• Support testing, validation, and roll-out of new systems, ensuring that all business requirements are met.
• Provide ongoing analysis and recommendations for optimizing the new payment processes, ensuring the successful operation of the system post-implementation.
