Detail Job Description:
The Louisiana Workforce Commission (LWC) is dedicated to improving Louisiana citizens’ quality
of life through family-sustaining employment and training services. It supports job seekers,
employers, and employees, promotes fair labor practices, and enhances workforce development
for economic growth. The department’s external website is an essential mechanism for
communicating these services and must communicate them efficiently. The LWC website is
hosted on the Office of Technology Services (OTS) infrastructure but maintained by the LWC
webmaster.
The goal of this project is to ensure all stakeholders (both public and private) receive the
employment services they deserve by obtaining resources to rebrand and redesign the external
website (https://www.laworks.net/) and all corresponding documents to meet all Federal and State
requirements. The website must be transitioned from the .net domain to a .gov domain. The current
design is over fifteen years old, and this project will create an environment that allows LWC Super
Users to easily make changes while adhering to the American with disability Act (ADA) and Plain
Language requirements without creating a ticket for the webmaster. This project must ensure a
seamless and intuitive user experience that is end-user-friendly, well-organized, easily accessible,
searchable, customer-centric, secure, and mobile friendly. The staff will support the development
and implementation a content strategy that promotes a self-maintenance approach and creates
corresponding refreshed aesthetics for the entire enterprise-level website. The acquired resources
will provide OTS/LWC with the infrastructure recommendations to support the website and
maintain optimal performance. They will train LWC to transition smoothly to the redesigned
enterprise-level website on the implemented OTS infrastructure.
Expertise and/or relevant experience in the following areas are mandatory:
• The team of resources must have at least fifteen combined years of experience/expertise in
designing secure enterprise-level websites meeting industry standards.
• The position/team must provide at least one example of a successful project they
completed using the recommended web development platform.

• The position/team must have at least six months experience designing websites that meet

requirements without requiring any add-on tools.
• The position/team of resources must have at least five years combined experience in
enterprise-level website branding/rebranding.
Expertise and/or relevant experience in the following areas are desirable but not mandatory:
• The position/team of resources has six months experience designing websites and
documents that meet the Plain Language requirements listed at www.plainlanguage.gov.
Responsibilities
• The Application Program Manager/Account Manager will work with the customer and the rest of
the team to ensure the customer’s expectations are met and everything is communicated
clearly too all stakeholders.
• They will maintain relationships with the customer and utilize customer feedback to
recommend improvements.
• They are responsible for coordinating meetings between all entities involved and ensuring
everyone is on the same page.
• They will support implementation of industry-standard policies and procedures and ensure all
staff follow these standards throughout the web development/document lifecycle.
• They are in charge of managing all aspects of the overall project to completion.
• They will work with the customer on creating service-level agreements and developing
operating-level agreements for the enterprise-level web-based CMS.
Qualifications Required:
• This position requires a good communicator with at least five years of experience working with
a large customer of at least 500 employees.
• Provide at least one example of how they ensured customer engagement and approval during
the complete life cycle of the project.
• This position requires a clear understanding of website creation best practices and industry
standards.
• Provide at least one example of how they ensured the team followed industry standards during
a redesign of a web content management system with over a hundred web pages.
• The position requires at least three years’ experience writing service-level agreements and/or
operating-level agreements for a Content Management System or enterprise-level website.
