Contract Project Manager | VDOT Investment Planning Senior Project Manager PMP (743926)
Location: Richmond, VA (VDOT – 1401 East Broad Street)
Duration: Contract
Work Arrangement: Hybrid (Onsite 2-3 days per week)

Overview: The Virginia Department of Transportation (VDOT) Information Technology Division (ITD) is seeking an experienced Contract Project Manager to lead and manage complex IT projects. The selected candidate will oversee multiple teams and work streams, ensuring projects are delivered on time and within scope. The role requires expertise in managing technology procurement processes and ensuring adherence to VDOT and VITA project management practices.
Key Responsibilities:
- Serve as the primary technical project management contact between VDOT and vendors.
- Partner with VDOT Contract Administrator to develop and manage the lifecycle of procurement documents in accordance with VITA and VDOT standards.
- Provide technical oversight and guidance in developing Statements of Work (SOW), Requests for Information (RFI), and contracts.
- Ensure all procurement activities align with project timelines and business requirements.
- Communicate project status, timelines, and expectations to internal and external stakeholders.
- Develop and maintain project plans, schedules, budgets, and risk assessments.
- Lead teams through all phases of the project lifecycle: Preselect, Initiation, Planning, Execution, Control, and Closeout.
- Adhere to project management methodologies, including both Agile and Waterfall.
Qualifications:
- PMP certification through PMI or VITA’s PM certification is required.
- Minimum of 15 years of experience managing large-scale IT projects, including procurement.
- Expertise in project management tools, including Microsoft Project.
- Strong financial acumen with experience in creating and managing project budgets and forecasts.
- Proven experience in vendor management, contract law, and procurement processes.
- Excellent communication and negotiation skills, with the ability to lead teams effectively.
- Knowledge of cloud infrastructure and IT infrastructure delivery is highly desirable.
Preferred Experience:
- Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS/COVRamp process.
- Experience managing cloud-based solutions for data management and analytics.
- Background in IT infrastructure delivery, including networking and vendor management.
- Agile Scrum Master certification is a plus.
Special Instructions:
- A fingerprint-based background check is required.
- Candidates must have a PMP certification from PMI or a PM certification from VITA.
